Identify and Maptips not working with Enhancement Proxy

I have a website that is working just fine except that when doing reports, it shows the code, not the value.  I fixed this by enabling the Enhancement Proxy.  The report now works correctly but I am unable to identify or invoke the maptip.  It always returns "No Results".  

I went so far as to copy the URL request that does the identify.  It always returns {"results":[]}.  If I turn off the Enhancement Proxy I will get results with the same request.  If I Identify by using the toolbar identify, it does work.  I found that using the toolbar the request changes and uses geometry type esriGeometryPolygon instead of esriGeometryPoint. Has anyone run into this and if so, have you been able to fix it?
