Bookmarks are not working

I've created some bookmarks within a site to zoom to specific areas.  I've given them a name and set their extent and when I click on them in Manager, the map zooms to the right extent.  However, when I use them in the site, nothing happens.  Any thoughts on what might be causing this?

  As a follow up, none of my navigation tools tools are working in this particular site.
