Geocortex Essentials 4.3.1 Install error

When I try to install Geocortex Essentials 4.3.1 I get the error above.  I am logged in with an administrator account.  I have never had any issues with previous versions.

I have launched a command window as an administrator and tried to install the .msi, but got the same results. I have also tried "run as administrator" with no luck. Not sure if something has changed, any ideas?

  Hello,

   

  In order to allow the installer to access this directory, you need to restart your web site in IIS as it is probably currently using one of the .dll files within it, then you should be able to continue with the installer.

  This suggests that something is holding onto a reference to an assembly in the REST\bin directory. Most likely Essentials is still trying to perform some relatively long running process, for example an asynchronous print. Restarting IIS (or just the EssentialsAppPool4 app pool) should release this process.

  Restarting my site isn't working. ETA: recycling the app pool seems to have worked.

  Also, when upgrading my HTML5 viewer, I got a message that my viewer was skipped, but when I look at it in the Site/Viewers config it says it's using the new template.

  Thank you for your help.

  Recycling the app pools has worked and I was able to install.

  Restarting IIS enabled us to install as we hit this same issue with installing 4.4.1
