what is the the distinction between “allow snapping” and “snapping enabled”

Hi all,

does anyone know what is the the distinction between “allow snapping” and “snapping enabled”

  allow snapping: If checked, this layer will be in the "Snap to..." drop down list 

  snapping enabled: If checked, this layer will be enabled (check on in the list) by default.
