Small Toolbar Layout

I thought the small toolbar layout shoud show stacked pairs of tools.  Instead I am only getting one row or icons.

Do I need to make a style sheet change someplace?

  Bryan,

  In order to get stacked pairs of tools, I think you need to use the standard tabbed toolbar but make sure to set Group Layout to 'Small' instead of 'Large'
