Identify tool issues in HTML5

When I use the identify tool in my HTML5 viewer I experience a problem when clicking on a specific point.  Instead of bringing up just info on that point, it also brings up information for every other layer that lies underneath that point.  This makes the identify tool virtually unusable because users cannot tell what is the correct entry on the left hand side (see example below):

/customer/servlet/servlet.FileDownload?file=00P6000000elu8wEAA

Any ideas on how to configure this tool to only show results from the top most layer would be greatly appreciated.

  Configure in your site configuration the Allow Identify Operations (true of false) for your layers.
