Legend in report

I have created a report that is run through a workflow.  I can't get the legend to work in the report.  I am selecting by geometry and pulling the data into the report.  This report displays a map that is in a subreport because when I tried to use the controls in Report Designer-Geocortex Essentials-Main Map, it was not working.  I tried to use the Legend the say way but it says it can not find the dataset of Legend.  I have tried to use a subreport of Legend but I am still getting the dataset error.  I have copied from a print template the layer information that has proven to work and pasted it into the document but it still is not seeing the dataset.  Within the same map the printtemplate returns with the same legend I want to show in my report but it causes an error.  I am using the report template model from the SelectParcels.  Why will the legend create a dataset?
