show map tips with photo from featureset

we would like to be able to query flickr or other photo repository, fetch photos within a boundbox that pertain to a topic, such as my agency name, read the geo coordinates from each photo then create and display the geotagged locations as a point in the html5 viewer.  like google maps or yahoo displays geotagged photos in the map viewer.

Several photo repositories, such as flickr, have a rest interface that would facilitate fetching photos and their metadata with a query.  the part i am unsure about is creating a popup or maptip for each point.

Any thoughts or suggestion on this idea would be great! we are just in the forumlation stages of being able to display agency gettagged photos in an html5 viewer environment.
