Layer order reverse between manager and viewer

In the manager I have the layers set so that the basemaps are at the bottom.  When I load up the viewer for HTML5, the order is reversed and the basemaps show up on the top.  Is there a way to fix this?

Here is what the order looks like in the viewer for HTML5:

Other staff has had this same problem when creating the viewers.

  So after posting this, i saved the changes to my map and the order is correct now.  Maybe it was operator error.
