Identifiable Layers

We really need the ability to have certain layers enabled by default and others available but not enabled.  Right now if a layer is identifiable it is enabled.  If it is not marked identifiable it will not show up in the list of "Identifiable Layers". I don't always want every identifiable layer coming back in my default search. 

For example, I don't always want neighborhoods, parks, city council districts, county commission districts, school zones, etc. to come back in my result list. Typically, I only need parcels and addresses. However, I may need to know the county commission district, school zone, etc. at some point.  The current solution is all or nothing.

The new snapping tool has this ability you can "Allow Snapping" on a feature but  have "Snapping Enabled" turned off.
