Feature Border Color vs. Workflow Command

I'm trying to have two different highlight colors in the map - one would be the default highlight color defined in my javascript that woudl be used for the Parcel boundary, the second would be the Feature Border Color defined in the Layer settings in Manager for my Impervious Cover in a Parcel.  Even though I have defined my Feature Border Color in my Impervious Cover layer in Manager to be a different color than the Default, it still displays the same color as the Default when featres are selected.

What, exactly are the set of workflow activities and Layer configuration settings to use so that I can have dark blue border around my Parcel and the dark red border around my Impervious Cover features?
