Disable map tips and show the additional details by default

My users really, really want this functionality and I cant figure out how to do it.. I spent a long time pouring over the forum but could not find anything like this. 

When they click on our parcel layer. Rather than have the map tip open and then click the additional details link. They want to click the parcel and have the additional details panel open immediatly without any map tip. 

I am pretty sure I can toggle the map tips on/off. But getting the additional details panel to open is a mystery.

  click the identify on the map while enabling the map tip you will get the result you have descibed

  to have the map info on the data frame side you need to click ont he identify icon either by selcting a point or a rectangle , and you will have the a list of the identifying results, once you click on one of them you will be able to see the full describtion either ont he right side or to the btoom , depndes if it compact view or not.

  third opetion is to have WF

  worflow :(.  It would be really nice to be able to have the same flexibility as the Silverlight viewer did with the map tips.  I'd like to control what map tips shows by default.

  Did you ever figure this out?  We recently upgraded to the 2.12.1 viewer and the map tip isn't displaying my results correctly (no linked data) but the additional details tab is showing what I expect.
