trouble adding georss feed

I have been attempting to put this RFS feed into the map using the instructions from the Essentials Administrators guide however am not having any luck so far. Any suggestions?

  Lisa,

  we've been having the same issue with this feed also.

  the solution for us was to replace the "encoding="utf-16" with encoding="utf-8" in the very first part of the xml file. We basically grab it and, while saving to a local web address, replace this section only. Not all that elegeant - but it seems to work!

  I realise that this post was a while ago, but I am having a simalr issue with a SA CFS feed. Could you give me some pointers on how you "saved to a local web address" replave the encoding?
