Hello,
Whenever I try to make a change to the layer list or map services I get this error - using GEM 4.2.1
Is there any way to get it working without having to recreate the site from scratch?

Did you ever figure out how to get around this error? I've started to encounter it as well.

Just to close the loop: Turns out I had a duplicate layer configured with the same native id in one of my cached base maps. No idea how it got there in the first place, but deleted it and my error went away and I no longer get that sequence error.
