How to edit labels of tools inside Regions in SilverLight Viewer

Hi,

I need some information regarding how to edit default labels of tools present inside regions. For e.g. in MeasurementToolsRegion, the labels of tools are 'Distance ' ( for measuring distance) and 'Area ' (for measuring area) in Silverlight Viewer 2.3/2.4. I want to change these labels to 'Measure Distance ' and 'Measure Area ' respectively. 

In a similar fashion, Need to change the names of the default Tabs as well.

 

It would be a great help, if I get some knowledge on how to do this.
