Possible print bug with HTML5 v2.5 and cached basemaps

I found that by forcing the basemap map service to override the maximum scale, that this will cause the print template maximum scale to also be updated.  For example, in the ESRI imagery basemap, the maximum scale is 1:1128.  Without the override of the max scale, the basemap would not print at the max scale.  However, when I set the max scale to 1128, the print function now includes the basemap because I am forcing the print to use the max scale that I set....instead of the max one available.

Resolved! Thanks, Stephanie. I forced 'Override Maximum Scale' setting in the map service's Display Settings to be 1:200 (it was blank, which in theory the software interprets as 1:1). This had the desired effect on the print templates. I suppose that this is a bug in the GVH 2.5 upgrader but I'm not sure. I have not yet tried to create a brand new viewer in GVH 2.5.
