Why doesn't my initial map layer draw until I pan the map?

Essentials 4.3.1 HTML5 2.4

 

My map is configured to draw a layer when the viewer opens, but the layer won't draw until I pan the map slightly. Then the map image flickers briefly and the layer draws.

 

What is up with that?

  If you just made the change you might have to clear your browser cache to see the layer draw on launch.  I see this all the time, and it is because the browser has cached the initial map extent.  When you move the map it draws all the data because the browser hasn't got that particular extent cached.
