Image Service as basemap draws on top of operational layers

We have recently added an image service as a basemap, in order to cover some very large scales that we don't have cached.  All works well, but it covers any operational layers that are on.  It is at the bottom of the map services list in Essentials Manager, set as basemap - can't figure out where else to modify settings to ensure it draws under operational layers.

  Disregard - browser cache issue.  Private browsing is your friend when debugging.

  Hi Allen, I am having the same problem where the image service as a basemap shows on top of operational data. As for a private browsing window I used an incognito window in google chrome and the problem still occurs. Do you have any more insight into this?

  @Don, under 'Map' in the site configuration I was able to go to the Map Services tab and reorder the services so that the basemaps are at the bottom.
