Workflow Designer TemplateReport Activity and Legend

I am using the TemplateReport activity to create a report with a data set and a map image. I have successfully created the report but I am at a loss now as to how to insert a legend in the report without having to take a snapshot of it in ArcMap and inserting as a picture. Has anyone been able to successfully populate a datatable in a workflow with a legend and add to a data set in the TemplateReport activity?
