Setting units for measurement (GVH-10872)

For the buffer tool, all possible Units and the Default Unit can be configured via the Tool Behavior.
But, for the measure tool, Currently only the Default Unit can be configured.
It would be nice to have the possibility to define the possible units as well for the measure tool.

  It would also be great to change the spelling to non-American (ie metres not meters).

  Yes, not all my users want to wade between nautical miles and kilometers, for example!!!! This should be configurable!
