Template Report activity failing in buffering/mailing labels workflow

I have a nice buffering/public noticing workflow adapted from a sample which generates an Excel file download. I also want to offer a mailing labels report. I replaced a few activities at the end, and everything works until it hits the TemplateReport. The Report URI is one of the parameters, and I obtained it from the GE REST endpoint in Manager. I don't know what I'm doing wrong.

 

The two workflows can be found on Google Drive (https://drive.google.com/folderview?id=0BwY6J3h90ftlakNJR1d0QmoyanM&usp=sharing) .If you want to see it fail for yourself, this site (https://maps.sanmiguelcountyco.gov/viewer/Index.html?configBase=https://maps.sanmiguelcountyco.gov/Geocortex/Essentials/Maps/REST/sites/PropertyFinder/viewers/Reports/virtualdirectory/Resources/Config/Default) has a little "t" with a link at the very bottom of the home panel which will launch the labels workflow. An owner name you can search/zoom is Fischer. Any guidance would be awesome.
