Does it also occur in a textbox or just a text area?  Is it specific to a certain browser or does it affect all common browsers?  I tried to reproduce it but I could not so it may be a combination of factors.

It happens only in the text area. I just also found out that if I add a text box or text area on top of it, it works fine. It is an issue if the form has a text area as the first input box on the form. If the text box is the first input box, then the text box works just fine, and also the text area works fine as well.

Forgot to mention... the browser I have tested is IE 11. It is very easy to reproduce. You just have to create a workflow and add a form, then add a text area. Then try to type in some letters in HTML5 Viewer.

FYI, this has been filed as a bug - GVH-8149.  It has yet to be resolved but check the release notes for future releases for GVH-8149 being fixed.
