How to automatically generate a line from an added point?

I am trying to have a workflow draw a line from a point a user places.  For example, a user wants to place a point on a parcel representing a Curb Stop.  once the point is placed, a line would draw from the curb stop to the nearest water main symbolizing the water service.  any ideas?
