Disable Pan and/or Fix Map Extent

In HTML5 you can set the min/max scales equal to disable zooming, but can you also fix the map extent or otherwise disable panning in the viewer?

  You may be able to set the panDuration and panRate settings within the Map module of the the *.json.js file for your viewer to partially achieve this.

  I was also looking for something like this, even a way to disable for the duration of the workflow. The issue is I am creating images/maps, if the user pans away, the map is incorrect. Any workarounds?
