Can't add attachments to new features

I'm running Essentials 4.4.3 and the HTML5 Viewer 2.5.2. I have an editable feature service with attachments enabled added to my site using a secure ArcGIS Server 10.3 connection. I've enabled permissions for a set of roles and users. Once I've logged in as one of these users and go to create a new feature, I don't see any option for adding an attachment. If I select/identify an existing feature, view its details, open the Panel Actions Menu, then I can add an attachment there, but not to a new feature. Anyone else having this issue?

  I don't think you can add attachments while creating a new feature.  The feature has to exist first.

   

  You would have to develop a Workflow for something like this.

  It appears you are correct. I'd call that a bug. Not very intuitive for the user. Surprising that this capability isn't in there because it has existed from some time in ESRI's mobile apps and ArcGIS Online.
