Measure tool accuracy problem

Hi,

I have a workflow that measures the distance (as the crow flies) between 2 specified addresses. The workflow uses the Distance Task toolbox to calculate the distance. It also adds a point features on the map for the addresses selected.

If I then use the measure tool (with snapping enabled) on those 2 features, the measurement is different by about 2.5m compared to the workflow result.

The base map uses WKID 27700 (British National Grid), I have changed the Calculation Type under Tool Behaviour to Planar (as BNG is a projected coordinate system) and set the projection WKID to 27700 but I am still not getting accurate consistent results (the workflow result is correct as the same distance is calculated using ArcMap).

Any ideas on what else needs to be done so the results are correct.
