HTML 5 Map-tip hides all features except I one I have clicked.

I am using cluster layer and when I click on features, maptip hides all the other features and only leaves the one I have clicked. When I second time click on the map, I get all the features back. Where can I change this behaviour in maptip display in HTML 5 Viewer?

  It was not due to Map-tip, but the default behaviour of cluster layer. Geocortex has created a improvement request to change this behaviour of cluster layer.
