Can you Switch Basemaps at a Certain Scale?

I'm looking into switching to a cleaner looking basemap when zoomed in. I had thought this was possible editing the override minimum and maximum scale within the service but I don't seem to be able to get this working. 

 

Any tips?

  I use the feature on some apps. Generally I'll have a topo basemap on at smaller scales but have an aerial basemap switch on as user zooms in. So, it does work, at least at latest version of software.

   

  The basemap you want to switch on must be visible by default. Also, the order in which the basemaps draw is relevant. So for example above, the aerial basemap would need to be above the topo basemap in the 'Map Services' tab, so that aerial map draws over top of topo map.
