Launch a website from a button on a toolbar by click

I'd like to know if there is way to launch a website by click a button on the toolbar.

  Use the OpenWebPage command with the URL as parameter.

   

    OpenWebPage Opens a web page in another tab/window. Parameters: url : string The URL to open.

  Can I open  the url in another window instead of a new tab?
