click on map no longer gets results

I recently added a layer to my site that is not identifiable and it sits on top of my parcel layer.  Before, when I clicked on the map, it would give me identity result for my parcel layer, but now it shows as no results.  I'm guessing it only works on the top layer, and it is not looking to see which layer is identifiable...

  So I took pt the top layer and it still doesn't work...

  Hi Mike,

  Do you have the MapOnClickBehaviour in Desktop.json set to "Identify"? 

  {               "name": "MapOnClickBehavior",               "commands": [                 "Identify"               ]             }

  If it is set like that and still giving you trouble I can look into other possiblities.

  Apparently not.  Do you know what causes the JSON files to get overwritten?  This was something I had working before, and I have not had to change the JSON since the early HTML5 days...

  So this turned out to be user error - I had turned off Map Tips for my Parcel layer...
