ogc wms loads without error but no data shows up in the map

we trying to load either one of these:

 

WMS: https://www.sciencebase.gov/catalogMaps/mapping/ows/56f96b30e4b0a6037df06216?service=wms&request=getcapabilities&version=1.3.0

 

WFS: https://www.sciencebase.gov/catalogMaps/mapping/ows/56f96b30e4b0a6037df06216?service=wfs&request=getcapabilities&version=1.0.0

 

both of these load without apparent error, but do not show up in the map, can someone try this our or tell me whats going on with them?
