Progress indicator while map tip loads info from data links

We have several use cases where we show information from multiple data links in the map tip. Often that data takes longer to load than the information coming direclty from the map layer. However, there's no signifiers to the users that the map tip is still loading.

This can cause issues sometimes because if they open the feature details before the map tip is fully loaded then some other elements don't consistently load (e.g. feature hyperlinks).

It'd be nice if there was a progress indicator on the map tip to let the users know it was still loading information. Something as simple as the classic spinning circle would work.
