Stop showing 'no result' map tips when no map tips are configured in the site for any layer

I know this has already been posted as an idea but it seems to be missed in every new release and I have yet to hear anything about this from Latitude although it seems like a common frustration. It's very confusing to our users and completely unneccessary. Make it stop, please.
