Controlling Access to Tools via Permissions (GVH-3678)

It would be good to be able to control permissions for tools much like as is done with Workflows and map layers.  So when defining a Toolbar (or TAB) you can set which user/AD group can actually access that tool(bar).
I know this can be done with a workflow - though that just grays out the tool - and it can be done via editing the JSON config files but it would be much easier to do at the Permissions level.

  This is currently possible for tools within a toolbar, but it would be great to allow removal of toolbar groups, and entire toolbars as well.

  This is not something that will be addressed in the 2.X line of HTML5 viewers. It will be considered for the new configuration model in the 3.X versions.
