Scale Dependency Override

Does anyone know a simple way to have a default scale dependecy but allow the use to override it? I could envision a workflow that could do this, but I was wondering if there was something built-in that I do not know about.

  You are talking for a layer?  If so, you might put the layer in there twice, once with the scale dependency and turned on by default, and the other without the scale dependency but turned off by default.
