Hybrid basemap

Can anyone tell me how I create a hybrid basemap?  In my current site, that I am replacing with Geocortex, I have a hybrid street-imagery basemap.  I would like to reproduce this in Geocortex, but I don't see this in the guides.

   Add transparency to your streets map service and display it overtop of your imagery, with both visible by default.
