Why does Geocortex can't connect to certain map services at times?

This is a public Map Service for Alberta SRD, we used to be able to connect to this fine. I can view this Map service on ArcGIS Desktop. But when I add this to Geocortex site it fails:

Add to Map button was still available but when I tried that I got this error:
