You can set failing services to be ignored in the viewer. Or deliver a warning.

On the functional tab of the map service properties, there's a failure action. You can set it there.

If you have a service failing in Manager, it should notify you and ask you to change it.

Is there a way to set the default to ignore instead of warn?

This option is available as shown in the screenshot below. However, I have cases in which neither the manager nor the viewer manages to start due to an issue in one of the services.

My point here is that the manager and viewer should be able to start even in case services are broken. Having the manager started will help us fixing the issue. Also, the viewer can still start having exclamation mark on the broken service.

I should rephrase my question.  Is there a way to change the default failure action for all new map services in a config file?  So every new map service that is added is automatically set to "ignore" instead of "warn".

I like your suggestion Tyson; to have the default option to be “ignore” for all added services. I think all will support this brilliant idea.
