Make user upload data discoverable via the Layer Catalog tool or Add Layer tool.

Currently user upload data is only available on each project (if the user saved it as a project).  If you want to use the uploaded data in a different project you need to upload it again.  

It would be nice if these uploaded data is discoverable in the layer catalog tool or Add layer tool.
