How to add a new scale to an html5 map viewer?

A user wants a new set scale to be added to a map viewer. I've added the scale in a cached map service, but I can't figure out how to get the new scale added to the scale chooser tool.

  Just out of curiosity , is the Cache map service with the new scale level at the bottom of the layer list?
