Knowing that Silverlight viewer can zoom to all required scales, GE 4.7/ GVH 2.8 fails to zoom to scales other than the scales the orthophoto was originally cached to.

What might be the issue here?

it was something along the lines of the API doesn't support it yet, I believe. I'm definitely interested in this functionality too 0 -
The new Java API 4, or something like that from ESRI? It is limited, but may get you by in the interim - I made a site up of only dynamic services for folks who just have to print at any scale. No aerials, but often they are just doing locationals and parcels alone are fine. 0 -

It is visible in the user interface. In GVS you can enter a scale. In GVH you can only select a scale. 0 -

In gvh, you can only select from the cached scales. In gvs, you are free and can choose ANY scale of your preference even if it is NOT within the cached scales.

According to my findings, the zooming on ArcGIS web app builder is not limited to the cached scales!
