Zoom to Selected Question

Is there any way to disable the zoom to selected feature when using the Identify tool? I have two issues with this; the first is that I don't want it to zoom in to a 40 acre parcel when I'm showing a property that is 4000+ acres in size,  and second I have a line layer that when selected zooms out past where it is visible.

  If you mean the zoom action when you click on a feature to see the object details, you should change the commands in the FeatureDetailsOpenedBehavior in the viewer config files, and remove ZoomToFeature here, or change it to PanToFeature.
