Collaboration Graphic Tools - Zoom Scale/Factor Settings

Problem:  A user add's a single point graphic to a Collaboration message then post's.  Other user's in the room click this message to identify the point.  The map center's upon the single point but does not zoom in as the point does not have an extent.  When a user add's multiple points to a message, once clicked by another user, the map is zoomed to the extent of the points.

Solution:  Give the administrator the ability to configure "Feature Zoom Scale" for Collaboration Tools - single point graphics and "Feature Zoom Factor" for Multipoints, Polygons and Polylines.  Basically the same as configuring layers Zoom Scales/Factors in Essentials.
