Trouble accessing 10.5 map service

I getting a plain old 'Connection Failed' when trying to add https://www.fws.gov/wetlands/arcgis/rest/services as a service connection. I am trying to add https://www.fws.gov/wetlands/arcgis/rest/services/Wetlands/MapServer in particular. I have tested this on GE 4.7.0, which supports AGS 10.5.x map services. Can anyone out there verify this works for them please in 4.7.*? I believe AGS 10.5.x AGS services are NOT supported in any GE version less than 4.7.0. Correct?

  Hi,

   

  I tested the fws.gov service on my Essentials 4.7 and 4.8 VMs. It works fine, I believe this is an issue with TLS 1.2. Essentials is built on the .NET 4.0 Framework which doesn't have any built in support for TLS 1.2. We have a work around documented in the Knowledge Base article below. Please let me know if you have any issues.
