Identify within Workflow doesn’t reflect the actual results
I have a tool that search for parcels (registered, non-registered and valuated) my workflow is identified the result successfully when I have just one result as the screenshot bellow (the direct identify and the workflow identify) give us the same results

But when I have two results for the same parcel (registered and valuated) this means that the same parcel has two layers one valuated and one registered both of them have the same geometry and they are 100% overlapped please see the screenshot below

And this is the final stage of my workflow

It appears that you are doing the identify based on a unioned envelope (from the two identical features I assume). I suspect that something is happening to change the extent of your envelope when it does the union.
As a test, I would put a alert dialogs immediately before and after your assign activity to see if it is being changed unexpectedly.0
