Image Service Layer Actions

In the HTML Viewer, map services in the table of contents have the option for Layer Actions (the chevorn button) to zoom to the layer, etc as well as link to things like metadata. Please add the same Layer Action options to image services that are listed in the table of contents.

  Additionaly, please make the featuredescription available for Image Services. Since these don't have any layers, it is not possible to set a format for identify results.
