Map Tips are great, but how can I control from which layer the first tip gets returned?
I have several layers with Map Tips enabled. When Map Tips are called, more often than not the data from the parcel layer get returned first despite the fact a different layer with Map Tips has just been turned on. Ideally it would be the newly visible layer that appears first in the Map Tip window. I understand, however, Map Tips will first show information for the topmost layer in drawing order with Map Tips enabled. So without disabling Map Tips on the parcels, how can I make a specific other layer take priority for Map Tip display? I cannot have the layer of interest drawn on top of the parcels. I am aware any layer of interest can be reached by the Map Tips drop down list or arrow icons, but that's not always obvious to the user, nor is it convenient.
I will appreciate suggestions.

I would also like this ability. I usually just turn off Map Tips at this point, and have everything default to the Results list. It seems like Map Tips are getting better, and I've been reconsidering using them. Having the ability to determine map tip priority by say giving each layer a value between 1 and 1000, and the one with the lowest number is displayed first? I will add this as an improvement idea. 0 -

I file an improvement (GVH-15914), add you all as stakeholders. Also, I chat with our developer, the order of features in map tip is random. It depends on which map service returns from server. However, we haven't had a plan for this improvement yet.

I have added all as stakeholders. If this is an important issue that requires a solution soon, I would recommend looking for a workaround, such as using a workflow.

Is there an update to this? I am also concerned about a comment in this thread: "the order of features in map tip is random". Is the order of features (from the same layer) also random? What dictates this? 0 -
My presumption the order of features in a layer is sorted ascending on the ObjectID field. 0
