'Does ObjectID Exist' VB Expression in 'If' Statement

I am working on a road inspection workflow that allows inspectors to submit info about a road segment, which is then saved in a sql table. I am working on an IF statement: If the Object ID of the road segments selected already exists in the table, then query the table and update it with the new info, If the Object ID does not exist in the table, then perform a sql non-query and insert the records:

 

 

I am struggling with the syntax of the VB Expression in the Condition of the 'If' Statement...my full workflow is here:

  Hi Lisa,

   

  Unfortunately I cannot access your workflow but you could try to use 

   

  ParcelsFieldObjectID Is Nothing
