Set toolbar labels visibility to a default value in Manager (GVH-16430)

Being able to turn off the toolbar labels is a great feature and our users are loving it - looks cleaner, help tips explain the tool and it saves screen realty.  The one complaint is they have to turn labels off everytime they open the viewer and have asked if I can set the default to "Off".  I checked with GTX support and currently there is no way to set the default to on or off.  This would be a great feature to see in a future release!

  We are getting the exact same feedback from our users. They love the extra map space by making the toolbar smaller. Wish we could set that as the default.
