Why are the markup and measure tools disabled after migration to GCE 4.6/GVH 2.6.1?

Hi: 

 

We are migrating an app from GCE 4.2.1/GVH 2.4.1 to GCE 4.6/GVH 2.6.1. In the older version we have markup and measure tools attached with the compact toolbar. All tools are enabled. After migrating to GCE 4.6 and GVH 2.6.1 the markup and measure tool sets exist in the compact tool bar but are disabled. Have removed and added them again to the compact toolbar through Manager/Site/Viewer/Toolbars but no luck. Have compared Desktop.json.js for each version and the key-values for the "toolbarGroups" are basically the same. Am probably missing something very simple and obvious to resolve this issue.

  I have the same issue after upgrading to Essentials 4.9.0 with GVH 2.10.0, and the Identify tools are also disabled.

  This issue only seems to occur when running the viewer from the server where Essentials is installed.  On other machines it works OK.
